Home insurance issue

We had 2 water leaks in the same room on the same spot in 2 weeks. The plummer who fixed the broken pipe didnt check the rest of the pipes and 2 weeks later a pipe right next to the first one broke. After the 2nd leak we had the whole floor removed and fixed. It was supposed to be fixed anyways after the first leak but the 2nd pipe broke before the constructors came here so..
We have to pay 10% of the cost but now the insurance company want to charge us 2 times for this. In my opinion it's ridiculous becuase the second leak did not cause any more damage than there already was and theyput in a new floor once, not twice.. Any suggestions? We really cannot afford paying this twice.
