UK Parking Control - Update Please

Please can I ask for an update as it has been a number of years since I last had to deal with one of these penalty notices. A friend of mine received a ticket yesterday on a retail park for not parking within the lines. The ticket was issued from UK Parking Control, my understanding is they do not normally take legal action but rather rely on threats and misrepresentations to get you to cough up, has this changed.

All my previous successful appeals have been for penalties arising out of overstaying on the car park, this is my first one for bad parking. I am assuming the grounds for appeal to UK Parking Control are they do not have sufficient standing to issue said penalties from the landowner and of course the penalty bears no relation to the loss suffered by the landowner by my friends poor parking.

Assuming UKPC reject our appeal and issue a POPLA code, is it the same grounds for appeal to POPLA.

Any brief guidance/update appreciated so I am not barking up the wrong tree

Thanks

Send the appeal from the 'Newbies please read this first' thread, around 24 days after the date on the PCN. Deliberate timing!

Don't add anything and do not choose 'driver' in UKPC's drop-down menu! Choose 'registered keeper' only. If the wording doesn't fit in the appeal box, shorten it (chop out anything in the lower blurb) then re-set the status of the appellant back to 'registered keeper'.

You can also see their photos on the UKPC website, can be useful if the sign is unreadable or not shown near the car, even in their pics!

When you come to POPLA stage you must appeal as keeper (DO NOT say who was driving) and one appeal point (of several) will be 'no keeper liability because UKPC omitted to send a Notice to Keeper'.

Because they will forget. It's the reason why you appeal a few days before day 28, to make them concentrate on the appeal, not the next paperwork!

So first thing is to read the NEWBIES thread.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
