In a sane and rational world you might be right but this is an organisation that it not sane and rational. For example, in a recent cost cutting drive, hot desking was introduced with some very high staff to desk ratios. The logic was that many people work off site so it wouldn't be problem. In the same cost cutting drive everyone's laptops were taken from them and the travel budgets slashed.0
