I found a very nice phone on the bus and have no idea who it belongs to since it's now been shut off. Can I sell the phone if it was reported stolen.

No. If it's been reported stolen then you could be done for handling stolen goods and anyway if it's been blocked then it's useless.
Just give it the police.

Of course you can sell the phone. eBay, gumtree, paper, local pub.
However, you are not legally entitled to.

No, it will have been reported lost/stolen and the IMEI number logged.
Can you find a charger for the phone, charge it up and wait for a call/see what missed calls the phone has recived? Can you give it to the Police?

If you sell it then you are handling stolen goods and that is what you will be charged with if you are found out. If you sell it you probably will be found out because it will be blocked. The person who buys it will probably report you to the police as a case of fraud since they wont be able to use the phone and when they contact the network they will tell them the phone has been reported stolen.0

'Shut off' as in IMEI blocked? That doesn't prevent you from accessing the address book (unless it's PIN-locked) and looking up the number probably listed as 'Home'.No free lunch, and no free laptop

Property found on a bus is handled by the bus operator, not the police. That is where it should have gone.0
