Getting your stat report overseas

Call credit have refused me access to my statutory credit report because I am currently in the USA.
Their statutory report website (and some of their other sites) is inaccessible from here.
The way I see it, I am a UK resident and am entitled to request delivery of my statutory report regardless of where I physically am at the time I make the request.
I have not encountered this problem with other credit reference agencies.
Is there anything in the regulations that allows them to do this?
