Chipside Lancashire

Hi All,
cant see any recent posts regarding Chipside, essentially I want to know whether they are "council" or are a private operator?
My mum got a ticket last week for moving to a different car park in a public park without buying a new ticket, an easy mistake to make. She was issued with a windscreen ticket which states it is a "Penalty Charge Notice " and the enforcement authority as "Burnley Borough Council" it also mentions "traffic management act 2004 and the "civil enforcement of parking contraventions 2007"however all appeals and payments to "Chipside Lancashire" who have and 0345 phone number and a postal PO Box address in Wiltshire.
Just curious as to the best way to challenge, if council I was thinking of asking them to exercise discretion, the fee in the car park was only £1 and my mum has receipts for far more than that spent in the park, im aware that if private this will be pointless but am aware of the best way to challenge them.
Any steer on this company would be much appreciated

as its council you need to go post over on pepipoo forums and be prepared to give them scans of the PCN etc too0
