Yes it is IDE: looking at the 'edge-on' view in the Amazon picture Gallery, shows an IDE connector.

browntoa has the correct converter cable.
I think this job really needs
    a much bigger hammer.

Though one with a UK power plug would probably be a bit better :)

    It's IDE.

Easier to go a shop and ask them to copy to a flash drive.
You are only going to use that cable once.

It could cost more than the cable if you're not a regular customer of the store and the decide to charge for their time.

You can get USB to IDE cables for under a tenner delivered (or if you search ebay possibly an external drive enclosure for IDE drives).
Personally I'd be a bit wary of the USB to IDE/SATA style adaptors you see on ebay as I've had a couple that were useless (and the primary reason I keep an old IDE enclosure in my box'o'bits and I went with of an SATA dock that also had IDE connection).

You still need the four pin power plug for the drive, as well.

Probably cheaper to get an old XP machine off eBay for a tenner.
If it's FAT, even Windows 3.11 will do.

I have a Vista Ultimate running two 250GB IDE drives in striped mode, so the 500GB virtual drive is faster than the individual drive. Just to eke out the old hardware, for the sake of it.

The one above has the power cable. I'd say it would be incomparably easier to buy just that than to buy an XP machine (and I can't believe you mentioned a 3.11 machine. Really ?). That will more than likely come with its own issues, particularly as the OP didn't know what kind of cable it was they needed, so might not be the techie sort.
