Never given chance to pay PCN at 50% reduced rate for 14 days

I never received Notice to Owner from council only bailiffs demands.
So i never received "You will only pay 50% of the full penalty charge if you pay within 14 days (or 21 days if your car was caught on camera and the PCN is posted to you)."
I sent in a statutory declaration letting court know NTO not sent and the court cancelled the Subsequent charges and sent me a letter saying the original penalty ticket was not cancelled only extra charges.
When I go to pay the penalty ticket it is not at reduced rate. A letter I received from council requesting payment only refers to £80 as well. Is this the case that the council are still entitled to not give the 14 day reduction period which I never got originally either.
