Appeal to Popla successful, but then what?

Hi all, in February 2015 I received a parking notice in a hospital which I refused to pay at the time as I thought I was parking in an ok area that did not have parking bays or signage. Parking Eye refused to agree with my appeal and hence enforced the charge with the usual threatening letters to court etc etc. I appealed to Popla, who once given all of the information from Parking Eye ( which I presume PE had available when they turned my appeal down) decided to agree with me and informed PE that the parking charge should be overturned and cancelled, which they duly did by email (no apology for their 4 months of harassment).
My question is, 'what should happen now?'
Surely once PE has had a charge overturned because they have not acted properly there should be further action to make sure they don't continually impose charges on other motorists for the same reason I received one?
What part does the British Parking Association, Healthcare Parking Charter etc that PE claims they are members of, in making sure that PE and others are operating properly and fairly.
I know from regular visits to the same hospital due to my wifes cancer treatment that nothing has changed in relation to the signage, parking bays and management of the hospitals car park, so I presume PE continues to impose charges on unsuspecting drivers who parked as I did on the basis that many will pay without appealing.
Surely this shouldn't be allowed

correct but they will continue , 50% plus of people will pay up
you now send PE an invoice for your time , there approved ATAs appeal supplier has stated they were wrong , you were correct , so you now want paying for your wasted time / effort in having to prove your innocence
and let the local press know about it and highlight it to there readers,
with regard to getting out of PE

By the same token, Brighthouse continue to supply overpriced goods at punitive rates of interes, to people who cannot get credit elsewhere, payday loan companies continue to charge 1,000 + percent interest, and Buy Your Gold for a Pittance shops continue to pay 25% of spot.
