Argh. Santander and Council Tax :(

I have an old bank account that I have been using just to pay the council tax. I set up a DD this year and transferred £160 each month into the account to cover it, but instead of taking out the £150ish per month (£15xx over 10months) I was expecting, the council actually took out £191 meaning that last month the account went £25 overdrawn and then this month the DD was declined.
For the privilege, I've been charged £10 for the declined payment and an unauthorized OD fee of £66 (I'm not sure if this will rise further). Does anyone have any suggestions about how I can claim this back? - Obviously I don't mind paying a reasonable fee for any account transgressions, but I think even loan sharks would think twice about an APR of 3200%!!
By the time the charges had been taken out, I didn't have enough money left to pay the c.tax for that month, so am now behind with my payments

Most average since branches had about 5 staff involved in bouncing payments due to insufficient funds. Whilst most of those staff have moved centrally nowadays, they still need paying for. Someone needs to pay for them and that generally means those creating the work.
First thing you need to do is check your council tax bill. If it says on there £150 and they took £191 then you can take it to the bank, show them that and do a direct debit indemnity claim. The bank will refund the charges as the council took the wrong amount (although you may need to prompt them on that as they wont know you were charged unless you tell them).
