    It was the police that were stopping the cars, and their involvement has now ceased on this sort of activity, thanks to some campaigning by the NoToMob.

    Sheila at http://bailiffadviceonline.co.uk/ may be your best bet. Costs £10 I believe (never used them but seen them recommended) but you'll get proper advice.

    Although it is enforced through the county court these are not registered as a CCJ.

    Wont cost anything do an out of time witness statement using a TE7 and a TE9 form if the OP never received anything from the council or the court.

    As stated Pepipoo is best place for this.

    Pepipoo is the best place I suppose. If it was a county court order could it already have gone through the process and a CCJ have been issued? I suppose a credit check would confirm this?
