disabilty adaptations

Hello, its a bit of a tenuous link but I am in this situation because we are poor and don't have money.
I am mother to a disabled 16 year old with CP, he is a full time wheelchair user and at special school. He needs a down stairs bathroom so he can washed in privacy and dignity and disability wheelchair access around the ground floor of the house. As he is growing it is an increasing problem, he only washes once a week at the swimming pool and the wheelchair he is in is too small but the new power chair is waiting for him at supplies because it will not fit in the house I could not take delivery of it. Sadly I am poor and reliant on statutory services.
We were accessed by the OT twice now for statutory disability adaptations, once in 2010 and April 2015, both times reports have been written stating we need a ground floor shower room and wheelchair access around the property, however the housing association and local council are keeping my son on waiting lists, for 5 years are needs have been ignored, I desperately need help how I can move this forward.
Where can I find the laws, rights, and guidelines, is there anyone who can advise and help move this forward. I have been to a charity who said 'yes this is an issue we here a lot, all we can do is advise you to write', they didn't even give advice of what I could say in the letter. Please point me in the right direction.

You have to apply for funding - if the local authority don't have it, then you go on a waiting list.
If you want proper legal advice, see a solicitor or the CAB.0 -
Hi, so sorry to hear you are in this position, sadly it seems so many are.
We've paid for every single stair lift we've had since my son became disabled & took out loans to extend the house we're in now to provide a ground floor bed/bathroom & have had to re-mortgage to incorporate them.
I can only suggest you contact cab for advice, write to your mp & ask them for help, write a letter of complaint to your HA & contact your council to ask for their complaints/appeals procedures
