Notice to keeper question

Hello again.
I'm appealing a Contractual breach charge by ethical parking management and my initial appeal has been turned down and I've been given a PoPLA code. In my appeal I had to identify myself as keeper of the vehicle, now my question is this:
Does this release ethical parking management from the need to issue with me a Notice to Keeper? By my calculation they would have to do this by 20th September (ticket was issued 28/07/15) and in their rejection to my appeal they state I must now pay the charge by 22 September. Is that how long I have to make the POPLA appeal too?
So I am now wondering if I should go on to the next stage of doing a POPLA appeal or should I wait and see if they issue me with a NTK? it would be cutting it fine to get the PoPLA in in time before their deadline if they do finally issue me with one at the last minute. I'm wondering, given the coincidence in the dates, whether this is their plan...

if you have a popla code you can check its expiry on parking cowboys website, which is mentioned in the newbies sticky thread
that is the deadline for you , BUT you cannot appeal to popla as they are not taking any more appeals and havent done for nearly 2 weeks
you need to register the code on their site so they can pass it on to the Ombudsman Services who will eventually take the appeal
if you received a windscreen ticket and have appealed as keeper, then IF the PPC wish to apply POFA 2012 they have to get the RK details and send out an NTK between day 29 and day 56 , otherwise POFA cannot apply
assuming they dont do this, or if they do and its flawed, its an extra appeal point (but not your only appeal point)
some dont even bother with POFA 2012 , so dont assume its mandatory, but they must comply with it if invoking it0 -
Great thanks. Given the delay that will probably ensue with the changeover in popla appeals I think I'll register my code now and wait and see what happens re the NTK.0
