Tax Credits Underpayment from 2012-2013 4000POUNDS

So i am on maternity leave for child nò2.
I was informed that i work out smp payments differently and basically disregard £100 per week.
I did not know this whilst on my 1st maternity leave and was not informed even though i rang up tax credits during maternity leave in 2012-2013.
Basically according to the way they calculate smp they have overcalculated my income therfore underpaid me.
And was none the wiser until a couple of months ago.
My income for 2012-2013 was 4000pounds less than they calculated. I have sent a letter and wage slips p60s etc and they say they will be no further action because it is a prehistoric year.
They are so quick to ask you to pay money back yet a significant amount of money like 4000pounds is disregarded!!
Is there a way i can appeal or get them to accept the income for that year.
I am fuming. For the past 2years i have suffered from financial hardships and they are witholding money due to me.
Are there any experts on here that can help me. Please!!

Pretty sure there is an appeal process but I'll be frank here and say do not hold out too much for this to be resolved in your favour, And yes if they can chase an overpayment then they should by rights deal with an underpayment but remember this is people that believe they are indeed paying you from there own pockets so will do everything in there power to stop this being rectified. Phone them back and ask for an appeal form if there is one or the details of the person that said it will not be paid to you so that you can write into them.0

Firstly, it won't be £4000 you have been underpaid it will be a maximum of £1640 if your income figure should have been £4000 lower.
The notes that you get with your renewal pack tell you to deduct the £100 for maternity periods up to 39 weeks so I can't see there is anything you can do about it.
