Scottish Power Opening read woes

I did not actually realise this could happen and will no doubt have fun sorting it so advice welcome.
So my father in law decides to change supplier to Scottish Power back in May and gives them his gas and electric opening readings.
3 Months on I get to see his opening statement.
Bit odd Opening Elec Reading circa 28000 (Estimate !!!)
Opening Gas Reading circa 28000 (Customer read).
Then a customer read for elec usage since and an estimate for gas useage since.
I smell a rat.
Go and check both meters myself. Elec reading correct and ties in with statement. Gas reading oh dear circa 20000 !!!
I dig out the original opening readings and find Scottish power have used the Elec reading for the Gas account.
They have clearly managed to reject the reverse Gas reading on the Elec account and come up with a perfectly reasonable estimate.

Questions:
How can they be smart enough to determine 1 error and sort it. But on the other they just leave it ?

If these opening readings had gone to the previous supplier I would be seeing a closing bill of circa £3000. Father in law is adamant (Binned it) it was for £109 in total which seems reasonable if they input the readings themselves the correct way !

Now as things stand he wont reach Scottish Powers gas reading for around 3-4 years !!!

Speaking to SP is normally useless.

By all means try, but follow it up in writing - in detail.
