I don't have any prior knowledge of how the banks/companies process cancelled DDs, but my experience indicates that they do not have the authority to reinstate it.
I had an Amex DD that I cancelled with the bank when I no longer used the card. I started to use the card again after maybe 18 months and it was set to pay via DD. The DD bounced though, as the bank wouldn't authorise it following my cancellation. I had to sign a new mandate before the bank would allow payment.
This would indicate that companies don't just have the authority to restart the DD should they so desire.0 -
