Any way to set a default volume level on a pc that can't be changed?

My brother keeps putting the volume really high on the Pc. I want to set it at a particular level and fix it so he can't change it

Set him up his own user account, and set it as "standard".
He'll be able to adjust the volume on his, but not your account.
BTW. Presumably you have powered speakers, in which case he can simply turn up the speakers, even if he can't alter the volume on the PC.0 -
I am not bothered about him changing the volume in that sense. Rather be puts music on full volume and to stop him. No speakers so he can't manually put the volume on high.0
