Me v A Car Salesman

Hi, hoping someone is going to be able assist me.

We bought a car from a garage forecourt in Halifax, we are from Blackburn, so 30 ish miles away. The advert for the car stated that there was 2 keys, when we viewed the car, the salesman said he only had one but would be getting the other one from the previous owner.
We liked the car, left a deposit and picked the car up a couple of days later, paying the balance, but still only one key. He said he will let us know when he gets the 2nd key. After 2 weeks, I rang to be told that they are definitely getting the key and will be in touch.

Now 4 weeks after purchasing the car I rang them today to be told, sorry we can't get the key. I said well you will have to get me a second key made up (about £90 to be programmed), he said he would not, I said I bought the car on the understanding that there was 2 keys, he said he doesn't have to.

Is this correct? I have a copy of the advert & a receipt for the money we paid.
