Dartford Crossing Spam Email

I have just received an email supposedly from the above company (donotreply@dartford-crossing-charge.service.gov.uk) enclosing a "payment receipt". After a bit of research this appears to be a spam email, with the enclosure containing a virus. I have never used this crossing for years, so knew it wasn't pukka. So just delete and don't open it if you receive the same email.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?
