Replacing stolen/lost licence
my grandaughter had her bag stolen which contained her photo provisional drivers licence, she applied for it orgianally online and dvlc used her passport photo for her id card, her passport expired April this year so will she have to get new passport before she can get replacement licence?

In general terms, the answer must be no, otherwise how would anyone without a passport be able to hold a licence?
She will, however, not be able to do so online, unless the DVLA (DVLC hasn't existed for 25 years) are able to simply re-issue a copy of the licence she has had stolen using the previous details and image. I'm afraid I don't know if that's the case, as my only attempts to navigate the DVLA's licence-change-renewal system online resulted in epic failure because my licence number changed when my surname changed and despite that all being a long time ago, it confused the computer system.0 -
How old was her pervious licence? The money saving way will be to provide a new photo so the replacements photo will run for 10 years.0

It would probably be prudent to get a new photo taken children's passports last for 5 years and her passport ran out in April making her 11 and a half in the photo if my information is correct. So get a new photo taken and then you will have to fill out a paper form from the post office (if you still have one). Also if you get a set of 4 photos then you can use the remaining ones to get her a new passport.0
