Unpaid bus Lane charge, bailiffs involved now

Hi,
I received an enforcement notice from the bailiffs in regards to unpaid bus Lane penalty, that was the first time I knew about the charge. I moved house 3 days before the insident and council have use my old address for the correspondences. The council claims because the letters left the building they assume I got them. DVLA was informed by post, but taking into account that the insident happened 3 days after I moved, there was a confusion with the addresses.
What is my legal rights and what can I do to change the decision and stop the bailiffs.
