Who can request a council tax band valuation?

I have received a letter about my council tax band from the Valuation Office Agency.
I have not asked for it so who else can ask for my house banding to be reassessed?

depends what the letter says?
- you
- any of your neighbours who have applied for their own property to be rebanded and the VOA have identified you are the same band and property type so may have yours adjusted up or down as a result of their re banding
- the council because you have recently moved in and they applied to the VOA to start a reband given there is an existing improvement indicator which has now been triggered0 -
The letter is addressed to 'The Council Taxpayer' and not me by name.
We have new neighbours, whose house was identical to mine prior to the previous owners extension, the full width of the back of the property.

more likely they are appealing against an increased banding decision based on the fact they have bought an extended property and therefore triggered the improvement indicatorThe letter is addressed to 'The Council Taxpayer' and not me by name.

it may therefore be that the VAO is seeking to establish how different your (unimproved) house is to theirs and therefore whether their new band is too high as per the neighbours presumed objection, or whether your house should in fact have been in a different band (higher or lower) to start with
as i said all depends on what the letter actually says....0
