Holiday Let Regulations for UK?

I've just got back from a self-catering holiday in the UK, at a property that I booked via the internet from an independent landlord. Frankly, the place was awful - dirty, about 1/2 the bulbs not working, sockets hanging off the walls, very poorly equipped for self-catering (e.g. house sleeps 6, only 3 glasses provided!) etc - and I intend to write a letter of complaint. I was wondering if anyone knows if there are any specific regulations governing what the minimum level of health and safety/equipment provided there should be in a self-catering holiday let so that when I write, I can be specific about what 'rules' the landlord has broken. If there are no 'rules', then I'll still complain but it's always good to have some legal back up where possible
. I have done some searching on various website (Office of Fair Trading, HSE) but nothing immediately springs out at me.

I'm not 100% sure but I think there are only certain "rules" regarding standards when the property has been registered with the tourist board or such like or marketed through an agency then they get awarded stars, diamonds or whatever, the more facilities the higher the award. I think then you would have someone to complain to.
If it's just Joe Bloggs letting out his holiday cottage independently with no promise of a certain standard and no letting agent, then you only have Joe Bloggs to complain to and you may or may not get anywhere depending on how helpful he wants to be.0 -
I expect you would have some recourse via trading standards, sale of goods and services possibly? Id call consumerdirect and see what they say
