PCN deadlines for payment

I received a PCN from Excel parking a couple of months ago and unsuccessfully appealed it. I rang them to ask how to pay the £100 and they advised they would accept 5 monthly payments @ £20. They said I had to send them an email requesting them to set up a standing order for me. I sent the requested email on 20th July but have heard nothing back.. Do they have a deadline for how long they can take to reply or does the fine become invalid after a certain time?

Yeh I'm aware of the whole issue around validity of these charges. I've successfully ignore a few tickets over the years after following advice on here. Issue this time is that this refers to when I was driving a company car. Basically my employer don't fight these things. They will pay the fine on my behalf and deduct from my pay. That's why I need to be able to go back to them and say I offered to pay via standing order but excel parking didn't come back to me within xx days and so we can bin it.0

excel have 6 years to take their parking charge invoice "claim" to the small claims court
that is the ultimate deadline, I doubt your employer will wait 6 years to see if they fail to meet the statute
POFA 2012 changed the game 3 years ago, which is why for 2.5 years we have advised people to appeal, not ignore , that way they come after you in this case and not the employer or vehicle owner
once they are dealing with the KEEPER or hirer , they cannot then go back to the owner, but the owner should have made sure of this under POFA 2012 by naming the keeper and the keepers address, absolving themselves under POFA 20120 -
What are the terms and conditions on the vehicle?
