Previous Address & Electoral Roll

I've just had a look on Experian and it says that I wasn't registered on the Electoral Roll at my previous address, where I lived for 6 months. I was definitely on the electoral roll there, as I applied for a mortgage while living at that address.
Recently I haven't been able to take out a new balance transfer card when there are no other problems with my credit. Will this be affecting my ability to get credit, as I provide this address on applications, given that I lived there within the past three years?
If this is affecting my credit, who should I contact to make sure that my details are corrected?
