I was thinking if i could convert my garage and build a second store above and finally make it as one bedroom flat?
Separate little kitchen, living room and bedroom with bathroom upstairs?
Is this difficult to deal with local authorities?
Would it be ok to have a separate entrance?
Would people living there be still counted as people living with us?

It will depend on how deep your garage foundations are. You may need to increase the foundations to support the second storey.
You'd need separate utilities and to pay separate council tax, which you would be liable for whether there was a tenant.
Council shouldn't be an issue, you'd have to register it as a separate dwelling. Insurance may be more of an issue. And don't forget that if you rented it out you would be a landlord and all the tax and legal implications of that.0 -
If the garage I only single brick, (ie has no cavity ) insulation will be a problem.0

Some councils will not allow the creation of a separate dwelling other than as additional accommodation for family members, so the "flat" (it actually would be a house) could not be sold separately. If your house is a semi, some councils don't like the addition of a 3rd dwelling, as it forms a terrace.
Garages are not over generous in width so you may end up with quite narrow rooms.
The points made by the previous 3 posters are all very relevant.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
