Offer Through Another Estate Agent

Hi all,
I am new to the forum with a predicament!
My partner and I are looking to buy a house together, my partner has his own house which he has on the market.
An offer has been made via an estate agent whom he is not under contract with which is higher than an offer which has been made through the estate agent whom is is under contract with which he already accepted.
He declined the offer from the estate agent whom he is not under contract with to avoid breach of his current contract however they asked him to go away and seriously reconsider, they said they could set him up a one off contract for this sale to go ahead.
Obviously he does not want to breach the contract he is under already. If he goes ahead he will have two sets of fees applied however the higher offer is obviously tempting. Is there anyway around this, any loopholes or should he just turn down the offer once and for all, especially as he has already accepted the other offer?

He'd be liable to pay two commissions if he is still within a sole agency agreement with the current agent. Why is this other agent putting forward an offer? Have they carried out a viewing?!0

A rather unusual scenario.
As Gonzo mentions, has the person putting the higher offer through the second agent actually viewed the property? If they have presumably it was through the first agent?
Of course it may be that the offer received is sufficiently higher than the original offer that it can cover payment of a second set of fees, and still leave your partner better off.
Has a reason being given why the person making the higher offer has chosen to go through an agent that does not actually have this particular property on the market?0
