how to proceed with changing internal layout

Hi,
I have lived in a new build top floor flat for 8 years and am looking at opening up the kitchen to form an open plan kitchen / living / dining area.
The internal walls are all stud / plasterboard and I am looking at removing approx 1m of one wall and 2.5 m of another perpendicular wall.
I have done some research and know I need to seek building control and leaseholder approval. I will also need a surveyor. Its all a bit chicken and egg to me and I am on a budget- who should i instruct of my plans first?
