Hacked account

When an email account has been hacked is the hacker able to see and keep access to your emails even after you have changed your password?

Not after you have changed the password. They could have copied all your emails off the server though before you changed your password.

Also make sure they haven't changed your 'secret question' answers, phone numbers, etc., or they can use those routes to regain entry

They may have downloaded existing messages using POP, so it's possible they'll still have access to those.

I have messages quite frequently from Google saying "someone has tried to gain access."

It's actually quite infuriating, they (the idiot who think it's theirs) give out my email address for various things including payslips (really.)

At first I tried contacting the people sending them saying it was an incorrect email, please let them know. They still kept coming.

I then tried sending "abusive" messages, hoping that at the very least, the next contact with them would prompt a "why did you send me this" conversation. Nothing.

I've given up now. I actually have their mailing address but I can't imagine sending them a letter asking them to stop will help.

One of my Gmail accounts received 2 emails from an airline concerning Sangster's International Airport, Montego Bay, Jamaica.
Each came with an attached .pdf containing flight, fuel and crew details.
All the body of the email said was 'PLEASE DELETE AFTER PRINTING'.
    Move along, nothing to see.
