advise needed on repairs for rented flat

Hi,
Had a phone call from my son this morning, saying that the pull cord in the bathroom had broke leaving the extractor fan and light on constantly.
He had to go to work placement, so we rang the estate agents. We met him at the property, where he had a look and said he would go and get a new ceiling rose pull switch. He came back with a new one and tried to fit it himself. He failed on the first attempt, as the light worked but not the extractor fan. The second attempt, the extractor fan is stuck on and the light doesnt work.
He then said we did not have to pay for this at first, but now he has to get an electrician out to fix it.
He went back to the office to phone the electrician the landlord has told them to use if needed.
4 hours later we had heard nothing, so chased estate agents and they are saying that the electrician isnt available until late next week so there is nothing more they can do at the moment.
Meanwhile, my son has no lights and no extractor fan.
Question.... should the estate agent tried to fix it? or left it?
Should he have an isolation switch? he has no
windows..
oh, we have pulled the fuse from the electric box, so he can atleaset have his tv and can cook his tea...

He could have called the electrician first off, but why not try to fix quickly first.
Should he have an isolation switch?
No. But the 'upstairs lights' trip switch should isolate it I imagine.

It's not an urgent matter.
Be patient.

its a studio appartment, he has no upstairs, all the lights are on the same circuit as the extractor fan
Is is safe to leave the fan on constantly until it gets fixed? or will it burn out? can it cause a fire? The estate agents said it is safe to be left on..
He only has sockets so we are taking him a lamp. ive just done a bit of research and found out that he has to have an isolation switch if he has no windows in his bathroom or if the bathroom was newly installed after 2008. not sure whether this applies to refurbished properties though0 -
Building Regs will apply to electrical installations at the date they were installed.
If the refurb, including elctrics, was done this year, it should comply with current Regs.
If it was done 5 years ago, it should comply with the Regs in force 5 years ago.
Can you not switch off the power, disconnect the fan (use a torch), and turn the power back on?0
