If GPEOL is one of my appeal points to POPLA and the PPC replies with "Please note we do not supply a genuine pre-estimate of loss"
in what direction will this point go? in my favour or theirs?
also would unlit signs be in breach of BPA COP B.12/13 "signs must be easy to see and read"
