Homebuyers report - Rating of 3

Afternoon all,
Query on my homebuyers survey.
Just received the report and it's come back with a rating of 3 (urgent attention) for the roof covering section.
To give a bit of background:
The property has a double pitched and hipped mansard style roof, there is an extension which is more modern and is lined with a breasthable liner.
More specifically it states:
The underside of the original roof has been covered with a spray foam (presumably in an attempt to prolong its useful life)
It goes on to say:
1. Several tiles on the front are cracked and slipping
2. The foam lined roof coverings are nearing the end of their life
3. The extension flat roof is ponding in places
The rating of 3 suggests that we shouldn't exchange contracts until we get this checked out and quoted by a specialist which could be costly.
This is my first homebuyers so not sure if I'm supposed to take what they say at face value or whether they are over-cautious to cover themselves ( they gave the elec/gas ratings of 3 just because they haven't seen a report saying its safe).

Find another property.
Seriously.
The spray foam may be concealing (or causing) rot and the entire roof could need to be replaced. Not just the tiles; the whole roof structure. And as the ceiling joists are part of the roof truss, that may mean the ceilings as well.

just had a google and there do seem many reviews where this is not recommended. Interestingly though, Which review doesn't necessarily advise not to use it but does say it must be breathable.
Think I'm going to need a roofer to have a look and give an estimate of the likely work.0
