He can, but doesnt have to.
A bank should have no need to see a tenancy agreement.
Driving licence & a recent bill should suffice. (council tax should work)0 -

Having read your previous posts I can see your difficulty in providing proof of address as no bills will be in your name and it seems you cannot provide any of the other evidence because of your situation.
Before you try to change the tenancy agreement which would then make you liable for the rent (even if it was a joint tenancy) I have a couple of suggestions.
Is your dad receiving any housing benefit/council tax benefit? if he does then your name should appear on the award letter as a non dependant. The bank may accept this as evidence that you live there.
Another idea is to ask the landlord to put you on the agreement or write a letter to confirm that you are registered as a legal occupant of your dad's property.
Hope this helps.0 -
No, a landlord may not change the name on a tenancy agreement related to an existing tenancy.
If you share the dwelling with your father and would like to become a joint-tenant, both your father and the landlord must agree. Then a new tenancy must be created.0 -

Deed of Assignment.
Existing tenancy continues with additional, or replacement, name(s).
But either way all parties must agree.0 -
Whilst it is true that the tenancy may be assigned, the answer to OP's question is still the same and so is key point that all parties must agree to any change.
An assignment would also probably not provide the clearest of documentation for OP's purpose.
Edit:
For OP's purpose the simplest is in any case not to change the tenancy agreement, but rather to be added on council tax or utilities accounts.0 -

The purpose is to open a bank account. - Which is ludicous anyway, as I can fill out a tenancy agreement for any address!0 -
