Electoral Register - Household Enquiry Form

This is only tangentially related to Credit File and Ratings but I can't find anywhere better to put it:


Got your HEF yet?


Mine's addressed to "The Occupier" and is accompanied by the usual threat of fines, so beloved by our inglorious local government jerks. But who are they threatening to fine, and just whose responsibility is it to fill in this form?


They seems to want it both ways. They've (stupidly) implemented individual voter registration but now want "The Occupier" to fill out details of the entire household.


Should I hang up this form in the lavatory?

    I'd fill it in (no reason not to) but I'd certainly file it in the "bluster from the LA that can't or won't be enforced.

    Hello GingerBob, HEF's have been sent out by LA up and down the country. All HEFS are sent addressed to the Occuplier, just as the old system was incase you no longer reside at the property. remember by completing the HEF this does not register you to vote, put simply, its a way of informing the LA who is able to vote at the property. Once the HEF is received, The Individual forms will then be sent to your property, which will allow you to register you to vote.

    LA' will shortly be sending out canvassors to knock on household doors who have not responded, so please get your skates on

    I don't know about everyone else but my LA seem to have implemented a new system of some description and enclosed half a rainforest about how it was different. Seemed pretty much the same to me: confirm details are correct and job done. It's called something else but it's still a form listing everyone eligible to vote and you write down any corrections/changes.

    I also filled in the HEF for a relative who is in hospital. Had no choice but to do that one online as the form said that only the landlord, occupier or power of attorney could fill it in. I am none of those and the landlord is a housing association so they wouldn't be doing it. Thankfully, the online form had a text box for me to explain my reason for filling out the form, but still wanted to know where I did live as I wasn't a resident at the address!

    The point about this lot is, who is actually responsible and subject to LA fine for non-compliance? I suggest no one is. It seems to me the whole thing has been badly thought out. I wouldn't mind so much if the LA asked politely for the information, but of course they don't; it's not in their psyche to do so.

    If it helps, the Electoral Commission are responsible for threatening the £1000 fine for the HEF, and £80 for the Individual form The LA have to use these threats by law.

    I know my local council has never taken anyone to court. the wording on the forms again are down to the EC

    I am not sure what the problem is here. Being on the electoral roll is a positive as far as credit scores are concerned. If you don't want to be searchable ask not to be on the "open" register.
    Paid off the last of my unsecured debts in 2016. Then saved up and bought a property. Current aim is to pay off my mortgage as early as possible. Currently over paying every month. Mortgage due to be paid off in 2036 hoping to get it paid off much earlier. Set up my own bespoke spreadsheet to manage my money.

    to the OP, what are your concerns on registering to vote?

    None. That issue was not the subject of the post. The issue I'm addressing is that the EC has moved us from a "Head of Household" registration protocol to individual voter registration (a bad move, in my view, which will lead to many more people having CRA-related problems). However, they now seem to be imposing a pseudo-head of household requirement that someone in the household, on pain of £1000 fine, should still provide the details of the household. These chumps want it both ways! It's typical of an ill thought out, solution looking for a problem approach, typical of all strands of government and their incompetent quangos.

    oh. well best thing is send off the HEF, asap. if you dont, you wil get a canvassor on your door step shortly (I am working as one starting next month)

    once the LA has received your HEF, the indidivudal forms will be sent out, in which case you will only be responsible for your own form. complete and return asap, job done. it really is that simple.

    The government moved from head of household to indivudal household, to place the burdon of individuals responsble for there own registration. the HEF is sent to the occupier as the LA proberly has no record of who lives at that address. what sort of CRA related problems would people encounter?????

    The HEF can be completed by the Occupier/Head of Household, even the landlord, not sure what the problem is though?????

    two forms

    HEF form which is an enquiry form, which follows a individual registration form. its very easy, and all can be completed on a number of ways, including online
