Obtaining new V5C document

Good morning,


My girlfriend's VED tax is due to expire at the end of the month. I have tried to tax the car online but do not have the V11 reminder details.


The car was owned by her parents and given to her February 2013. We do not have the full V5C only the V5C/3, V5C/2 and V5C/4. I have tried using the Doc Ref Number from the V5C/2 but the tax site is saying that the number is not recognised.


As we have the V5C/3 the registered keeper of the car was never changed. I assume (but cant remember) that we taxed the car the last two years by getting the V11 reminder from her parents house but they have not received one this year.


I understand that to obtain a new V5C document we need to complete a V62 document. Under section D “When there is no fee” there is the following statement:


“You do not have to pay a fee in the following circumstances: If you are the new keeper and the previous keeper failed to tell us about the change, you must have the ‘New keeper’s details’ section (V5C/2) from the V5C and send it to us with this application form.”




Obviously as we have the V5C/3 document this applies to us. But would there be any issues for her parents once we send of the V62 document stating that the previous owner must have failed to tell them about the change. Additionally would there be any issues for my girlfriend having not informed the DVLA that she was the new keeper?
Additionaly how would you suggest we go about taxing the car.
