Refuse Bins - advice needed

We recently purchased a property through Catalyst Housing and a shared ownership scheme.
On completion we received a Welcome Pack, which included a page about the different bins we'd be provided with (as in the refuse bins for collection each week). We were told we'd receive one black bin, one green and two smaller food caddies.
These bins have never been provided and now Catalyst are telling us it's nothing to do with them and we have to pay the £80 to the council to order a new set.
If we have it in writing that these would be provided, surely we have a case to get Catalyst to buy them for us?

These bins should have been provided to you by the council.
Have you phoned the council and asked them to provide you a set? Note, you're not asking them for a *replacement* set for which they will likely want to charge you, you're telling them you've just moved into a new build property so would like some bins please.0 -
I'll try and call but their website suggests a new set, for a new build property, will cost:

It's always the council who provide bins. Each council is different in their policy on charging. Some will give new homes a set for free and only charge for replacements, others won't.
Can you quote us the wording in your Welcome Pack that says they'll be free? Are you sure it wasn't just explaining what bins you have in that particular area and what they're for?0 -
Our local council have an online form for you to order the bins, recycling boxes and various bags for plastic bottles, cardboard and paper, they are provided free of charge. Have a look on your council web site.0

"Residents are provided with the following refuse bins..." and then goes on to list the bins.
It also then goes on to say that our home comes with certain types
Surely residents being provided with bins indicates that we don't then have to pay?0 -

Based on that, it's worth calling the developer again and arguing the point that the Welcome Pack said they'd be provided. You've got nothing to lose except some time.
If they refuse and say you have to get them from the council, it's up to you how far you want to pursue it for the sake of £80. The wording implies the developer will provide them but I don't know if it's in strong enough terms to stand up in a small claims court (if you could be bothered with that)...

Sounds like the developer may have paid for them but you now have to ask the council to provide them. So call the council and explain it all and see if they've already been paid for.0

Get in touch with the council and get yourself some bins!0
