Paypal Refund - is the a time limit?

Is there a maximum time from payment you have to file a claim for a reversal/ refund?
I read it was 45-days, but that was from posts in 2009 and 2011 - wondered it that still holds.
It was for an item outside ebay is that makes any difference with a value of £200. It was custom made and delivered after 45-days.

OP, what do you mean by a refund or reversal? If you have not received the item or it is not as described then a case can be opened up to 180 days from purchase, however for a custom made item you won't automatically get a refund if you are looking at the SNAD route.
A reversal implies a buyer doing a 'fraudulent use of a card' claim, and whilst that is normally taken to be 180 days it depends on the bank you used as many banks (but not all) will fight a claim as paypal is a third party- however you would need to convince your bank it was someone else using your card in a fraudulent manner.
If you are the seller then a reversal for fraud is the easiest one to defend as all it takes is proof of postage being uploaded to the case (the address must be the paypal one though). Have a look at the sticky postage thread. Not clear if you are on the end of a claim, or intend to file one.
If the item was 'custom made' and you are intending to make a claim with Paypal, do bear in mind that this is not covered by Distance Selling Regulations, and doing a reversal could see you on the end of a money claim.
If you are the seller, you need to make clear that custom made items have special rules in place.
Hard to say without more info, but the 'custom made' part is very important here.0
