Registered keeper wasn't the driver

Hi Guys; some advice please.
The Driver of the car slapped with the PCN was not the registered keeper but the PPC doesn't know that, therefore all the threatening letters have been going to the registered keeper. At what point should it be made known who was driving ? In particular, the driver doesn't want the registered keeper to get intimidated or be involved in any legal action.

the RK should name the driver and provide a serviceable address, this must happen before court proceedings start0

The RK has had two letters from a debt agency who now say that if the RK doesn't pay, they will recommend to the PPC that they should start court proceedings. Is now the time to reveal the driver or wait until the PPC contacts the RK again?

Let us know which PPC is involved and we can offer some advice about the real likelihood of there being any court action.
I would not be too concerned by any threat from a debt collector that they may or even will recommend court action. Debt collectors have exactly the same powers to enforce debts as you and I. In other words they can ask, they may even try to bluster or stamp their feet like a petulant teenager but in the final analysis that is all they are. Besides the letter is just a template for which their client (the PPC) has forked out a couple of quid for.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

you can ignore the debt collectors (post #4 of the newbies sticky thread tells you this)
PCM UK ltd should issue an LBC before instigating small claims court proceedings (in theory) so its then that the RK names the driver, assuming the RK wants to wash their hands of it0
