Replacing consumer unit, do i need a certificate?

Planning on replacing the old consumer unit in our recently purchased home, a 17th edition one. My father has been an electrician all his life (he's 70 now) and has offered to do the work, hes obviously experienced enough but dont think his certificates are up to date. Can he still do the work, and will i need to get a certificate after, even if its just for my own home?
