    The burden of proof, as is not the case in a normal court, is with the appellant, so they're bang to rights. Quite clearly, in fact.

    Have you got it in writing that the leisure centre said it was issued incorrectly?

    If so, use that in your IAS appeal - first point "the landowner has told me the charge was issued incorrectly." and see how they worm out of that.
