Room Decoration - Peeling Blasterboard

We recently moved into a property and have commenced decorating one of the bedrooms to be a nursery for our 6 month old.
Upon scraping the existing wallpaper off we've discovered a few things.
Not all of the walls are of the same material - one is plastered concrete (the partition between us and the next house)
Two are what seem to be plywood where a previous alteration were carried out.
The final two are plasterboard. When scraping off the wallpaper, it appears that the skin of plaster board has peeled off in places.
I'd like to see if anyone could offer us any options? It looks as though we will appoint a decorator but we don't want to spend the earth on decorating what is really a fairly small room that will require redecoration in a few years time.
Could we just use lining paper over the walls, then decorative paper over that?
The concrete/plywood walls are all fine and smooth.
