You totally misunderstand what happens with the £1 Paypal charge to your bank account in the process of verifying your account. You do get refunded that £1. Please read the Paypal terms, and/or the responses you got to this thread, and stop making unfounded accusations.

Colsten I am NOT making unfounded accusations or anything of the sort. If PayPal took £1000 from YOUR account to verify a card then left it in your PayPal account it still needs to be transferred BACK to the account they used to GET it from. What do YOU not understand? The trivial amount they use, ie £1.00, is belittling the point. They should transfer it BACK to the account they took it from, not leave it in your PayPal account.

There is a 2 click process for withdrawing funds back to your bank account.

You are making unfounded accusations, and it is you who does not understand.

Paypal terms state clearly that they will refund into your Payal account, and that is precisely what they are doing. As has been pointed out a couple of times already, it is easy to transfer money back to your bank account - and it is easy to spend the money in your Paypal account.

If you don't like the way they work, you don't have to use them.

Not sure what the problem is here.

Highly unlikely that there are 'millions of £1's sitting around in Paypal' accounts - once you use Paypal, the £1 will be used either to offset the amount Paypal takes from your bank\card to make a payment for you (so if you pay someone £10 via Paypal, only £9 will be taken from your bank\card), or to increase the amount held in Paypal following someone paying you (so if someone pays you £10 via Paypal, your Paypal Balance will be £11, which you can then withdraw).

If it bothers you that much, just transfer the £1 back to your bank account, but then the £1 would just be lodged in your bank account, rather than your Paypal account, so how does this make a difference? At the end of the day it's all still your money.

Oh and Paypal is not a bank....
