Further Education Course Funding For 20 Year Old

My 20 year old son is looking to apply for Further Education for an Access to Higher Education course (1 year 16 hours a week) but I can't find any information about funding available for his course fees of £1200. If he was 16 to 19 it would be free and there is a 24+ scheme where my understanding is that there would be funding but there seems to be a gap for 20 to 23 year olds from what I can see. He does not have any previous Further Education qualification i.e. A levels, diplomas. His last qualifications were GCSEs.
Does anyone know if there is any source of funding for this age of person?
