New Motherboard shorting?

Hi guys
Just installed a new motherboard into my old Compaq Tower case (ASROCK mobo now) but when I turned it on got nothing - no fan spin nothing.
Removed from case and just attached it to PSU and it powers up, spins fine.
Spoke to a mate and he said sounds like it's shorting on the case somewhere. I looked and there are in fact four extra screw things (standoffs I think they are called).
He suggested some motherboard washers to stop the shorting but as I won't be using these extra standoffs I would like to remove them to eliminate this problem?
Can I just remove them with a standard socket set? and if I can remove ALL of them should I just replace them with plastic ones - I believe Maplin sell them

ps - I did try seating the motherboard with some of the packaging that came with it (foam based) and it seemed fine (until I moved the case) so I'm guessing that it's these four extra standoffs.

You can usually remove the standoffs with a pair of pliers.0
