Sadly this is not the case. Thousands of people have to be buried by the state every year because they have no funds. From what the OP said this is one of those cases.

using 2010 stats for council funded public health funerals
Around 1/2million people die in the UK each year there are probably around 2500+- public health funerals a year(0.5%).
    costing around £1k(with large variation)

reports since are the numbers have been going up a bit in recent years.

The info for many councils is public but there does not seem to be a more upto date collated count.

eg Britol have some quite recent info and bristol seem quite generous in their provisions.

    http://www.bristol.gov.uk/sites/default/files/documents/births_deaths_and_marriages/deaths/Public%20Health%20Funerals%20FAQs%20July%202015.pdf

if that link does not work it is linked from this page(FAQ)
    http://www.bristol.gov.uk/page/births-deaths-and-marriages/what-do-after-death

Social fund payments to help with funeral costs are much higher 35k in 2013 and 2014/15 at least 36k were written off and not recovered from the estate so there were probably more grants made.

He lives from week to week, pays his rent, food etc, there's not much left over. I'll try and talk him into making a will, that's the best I can do.
Where do you get the 0.5% figure from? My local undertaker tells me that it is more like 5%. Also the cost of £1K? More likely to be twice that as the cremation fees are likely to be £750 before the undertaker's fess are added. The Bristol link does not work.

Something funny with the way the link is parsed will have a look.

Local goverment figures in a survey of councils(E&W), in 2009/10 had 2200 funerals estimated at average cost of around £1k each.
    (2500 is 0.5% of 1/2 million).
    (see if this one works)

perhaps you local individual funeral director has the contract with the council so get more than those that don't.

Some councils have been reporting a drop Warrington, 14 in 4 years.

I think you will struggle to find any evidence that there are 5%(25000) public funerals a year.

Certainly there will at least that number partialy/fully funded with public money through the social fund

The figures y6ou quote are five years out of date. Don't forget that the responsibility for burying anyone who dies in hospital is the hospital not the local authority. As for the quoted cost that is simply risible as cremation fees alone are around £700 or more plus the certification and the fees from the undertaker. A more realistic figure today is £1,500 to £2,000.
