Parking ticket overdue reminder

I'm looking for advice on this. Yesterday my daughter phoned to say she'd received a letter, as registered keeper of a vehicle, saying it was an overdue reminder of a parking fine. The incident was from 9/7/15 at Lidl Barnsley with a parking charge date of 11/7/15. Now, this is the first correspondance that she has had, surely she should have received something earlier. There has been no photographic evidence or ticket on the car a the time of the incident, only ANPR.
The company sending the 'fine' is Athena ANPR, who claim that she hasn't - paid the fine, given details of the driver or appealed within 28 days, hence the overdue notice and demand for £90.
How could she, this is the first she knew of it! I tried to post up an image of the letter to ensure all relevant information could be viewed but as a new member I'm not allowed.
Could anyone offer advice as to what course of action to take

To save repeating what has been said a thousand times, please avail yourself of the NEWBIES sticky thread in this forum. Also do a search in the forum for LIDL ATHENA, and you'll get many a similar case.
Better still, get your daughter to do so.0 -
and its not a fine, its a speculative invoice that may be valid for up to 6 years
and you cannot post pics, which is why you need to host the pics and use a dead link to the site doing the hosting (like tinypic or photobucket), so a dead url, as in hxxp , not http0 -
its not a fine, and do see it as an appeal either, look at it as a specualtive invoice that you need to challenge.
Also go to the lidl store and ( politely but firmly ) demand they cancel.
if they beat around the bush with nonsense like its nothing to do with us - remind them that athena are their contractor, and as such their agents and that they (lidl) are responsible for the actions of their agents, and you may be holding lidl accountable for your costs
