Help!! Paint peeling off walls in large sheets

Looking for advice!
We recently painted our bedroom in dulux Magic white (ceiling and walls) and then little Greene (walls) within a couple of weeks the paint on the ceiling has peeled off in large sheets like wallpaper! And the walls are holding up but flaking off to the point where it's just not salvageable. At some points where we have had to remove it, it has peeled off to the bare plaster.
The paint in the living room is also doing the same, which I'm guessing has been there for about 2 years (previous owners job).
Underneath the paint there is a chalky, powdery substance even though we sugar soaped and rinsed before painting.
We've already wasted about £100 on paint and wish to know how to sort this problem. From looking on the web, we have options of;
PVA - although lots of negative thoughts on this option
Primer/Sealer - or both? Or just one?
Mist coat - stripping it all back and starting from the beginning
Lining paper - we're not sure if this would work on the ceiling though? Or if it would even look half decent
Replaster - not really an option due to £££
Any thoughts?? Many thanks in advance

were the walls freshly plastered? If so did you leave them to dry before painting? Are the walls damp behind the flaked off paint?Some people don't exaggerate........... They just remember big!0

We had a similar problem on ceilings which had not been sealed and the paint was pealing off, we used Johnstones Ultra Primer Sealer which cured the problem.

Thanks for replies, all walls and ceilings are plasterboard here. Flats were converted 11 years ago so not freshly plastered! There is no damp in the flat, we've even had someone in with a special gizmo to check. However it is a small flat in the roof space with not much air flow.
Thanks Cajef. Just wondering, did you clean or sand walls before using the sealer and is it just one coat, then paint?0 -
Just one coat I only used it on ceilings and just removed any flaking or pealing areas of paint first, didn't clean the whole ceiling though primed it all with the sealer.0

Try using a plaster stabiliser. That will sort out all often the dusting eyc.
Something like this.

Once all of the flaking paint has been removed, maybe a light coating of UPVA glue and paint mix to seal things?0
