Spurious 0800Reverse charges/ PlusNet

My itemised landline bill has £13 added for 13 reverse charge calls. I did not place or accept any such calls, nor does anyone but myself have access to my property or the landline.
I know who attempted to contact me via this method and the calls legally amount to harassment/ breach of court/ bail conditions. I was getting them numerous times a day until I blocked the calls with the two reverse charge 'service' providers.
Most of the time I was hanging the receiver up right after the 0800Reverse automated message started, not even waiting to hear the full message. I don't think I ever waited to hear the name of the person calling. Occasionally I was hanging up the receiver to disconnect the call then taking the phone off the hook to stop it ringing repeatedly.
I contacted PlusNet today via webchat, they are investigating the spurious charges but repeated several times that someone must have accepted the calls. They also said a couple of times that any decision made will be final. I can't find anywhere online up to date information on how you accept or reject with 0800Reverse but I don't see how merely answering the telephone call is accepting?
If PlusNet cannot or will not remove the charges what is the next step please? Should I complain to 0800Reverse, OFCOM, make a statement to the police so I have a crime reference number and pass that to PlusNet?
I have logged and reported previous reverse charge calls (0800MumDad) to the police but not the set I have been charged for (0800Reverse) because last time the police noted there was no hard evidence of who is contacting me by this method. The SIM is PAYG if that is relevant.
