Replace old boiler with combi

What does the panel think of this quote. It's for a small terraced (rental) house in Sussex. Currently has an old Glow Worm boiler, a copper tank in the airing cupboard (in bathroom) and a small cold tank just above it. The whole point of this exercise is to provide an over the bath shower for the tenants (there's currently a 12V pumped shower there, but it has burned out - third one in recent years - and the plumber advises these aren't suitable.
Anyway, here's the quote:
Supply and fit one Glow Worm Ultimate 30kW A rated condensing combi in placement of existing boiler.
Upgrade radiators to pressure rated thermostatic valves c/w balancing valve .
Power flush the system and cleanse and install one magnetic filter to the boiler to prevent future debris entering the boiler.
Run new condense pipe from the boiler and terminate to drain .
Supply and fit one wireless programmable roomstat to allow customer control of heating requirements.
Extend new gas supply from meter and terminate at boiler position.
Fit to new boiler one scale inhibitor to assist in scale prevention.
Remove hot water cylinder and respective pipework and configure as required for new boiler.
Remove existing pumped shower valve assembly.
Remove bath taps and fit one new bath shower mixer in placement.
Clear rubbish from site
Test and leave working
All associated pipework at risk of freezing to be insulated
Existing boiler holes etc to be filled to allow a plaster finish by others.
Cork flooring in bathroom and associated carpets & flooring etc to be lifted will be relaid as best as possible , if this is a concern we request you contact flooring specialists to relay as we cannot be held responsible for any damage in carrying out this process.
On completion of job customer to be advised on system control etc.
The estimate for these works are as follows :
Materials. 2050.00
Labour. 1450.00
Total 3500.00

In the last year, our boiler installation was £2500 approx, but didn't include any of the following from your list
Upgrade radiators to pressure rated thermostatic valves c/w balancing valve .
Remove hot water cylinder and respective pipework and configure as required for new boiler.
Remove existing pumped shower valve assembly.
Remove bath taps and fit one new bath shower mixer in placement.
Existing boiler holes etc to be filled to allow a plaster finish by others.

I'll leave you to judge whether that extra work equates to the difference in cost, and also factor in the difference in labour rates (probably) between Sussex and Scotland0 -

pressure rated thermostatic valves,
I've no idea what these are ?
you won't get a constant temp with a bath shower mixer, you need a thermostatic shower either built into the taps or seperateI'm only here while I wait for Corrie to start.
