    I did the final small adjustments suggested by Redx and have submitted my appeal to POPLA.
    I attached the letter as evidence (PDF file) since i didn't see anywhere to attach it on the first stage.
    Hopefully that's OK.
    I'll update the post of any news and look out for a rebuttal.
    And once again, thank you for your help!

    Hi, unless you were the driver AND have admitted it, you have a cast iron defence at POPLA. Put this as your first point.

    Hirer liability does not apply in this case because parkingeye have not complied with the requirements of POFA 2012, schedule 4.
    The documents listed in 14.2.a (including those mentioned in 13.2) have not been supplied to the hirer
    Dedicated to driving up standards in parking
